The National Board for Technical Education (NBTE) has set a three-year deadline for principal lecturers in polytechnics to earn a PhD as part of a new scheme of service for polytechnics and similar institutions in Nigeria.


The National Board for Technical Education (NBTE) has mandated that principal lecturers in polytechnics must obtain a doctorate degree within three years, in line with the newly approved scheme of service for polytechnics and similar higher education institutions in Nigeria.
A circular, obtained by The PUNCH in Abuja, addressed to the Chairmen of Governing Councils, Rectors, Provosts, and heads of polytechnics and Technical and Vocational Education and Training (TVET) institutions, outlined the changes.
The circular, signed by NBTE Executive Secretary Prof. Idris Bugaje, noted:
“The Office of the Head of the Civil Service of the Federation has approved the Schemes of Service for Polytechnics and Similar Tertiary Institutions in Nigeria, which was formally presented to stakeholders on Wednesday, 19th June 2024.”
Bugaje clarified that while Chief Lecturers without a PhD can retain their current rank, they are encouraged to pursue doctoral degrees. However, Principal Lecturers face a strict three-year deadline to complete their PhDs.
The circular also grants a three-year grace period for Senior Lecturers and Principal Technologists to acquire the required National Skills Qualification (NSQ) qualifications.
On the issue of promotions, Bugaje mentioned that NBTE had sought approval from the Office of the Head of Civil Service regarding the possibility of skipping ranks. This provision would apply to all staff categories, pending the final resolution of an ongoing litigation.
Additionally, the circular announced the discontinuation of the Instructor cadre. Current members of this category will be reassigned to the Lecturer/Technologist cadre and must meet the necessary qualifications for future promotions. The highest rank for Technologists will remain at the Technological Officer level, as this aligns better with their job specifications.
Bugaje also confirmed that the experience requirements for appointing Registrars and Bursars would align with the established criteria for the Registrars’ cadre.
He urged all stakeholders to strictly comply with the new schemes, stating, “It is my hope that you would ensure strict compliance and full implementation of the schemes of service.”
