Kaduna Bans Class-by-Class Graduations and Indecent ‘Sign-Out’ Culture

Kaduna State has banned class-by-class graduation ceremonies and the indecent “sign-out” culture in schools to curb immoral behavior and promote discipline among students.

The Kaduna State Schools Quality Assurance Authority (KSSQAA) has introduced new regulations to eliminate exploitative and disruptive practices in schools.

In a statement signed by Director-General Prof. Usman Abubakar Zaria, the authority announced a ban on graduation ceremonies for all classes except JSS 3 and SS 3. Even for these, participation and any associated payments must be voluntary. If any levies are to be made compulsory, schools must seek approval from KSSQAA at least four weeks in advance, with supporting documentation, including PTA approval.

Also outlawed is the popular “sign-out” culture, which involves final-year students engaging in unruly or indecent behavior in public spaces after exams. Schools are now required to organize supervised alternatives such as farewell assemblies, talent shows, or mentorship sessions.

The Authority further banned the use of consumable textbooks that include built-in workbooks, effective from September 2026. Publishers will be required to offer reusable textbooks and provide separate, optional workbooks to reduce costs for parents.

In addition, schools are prohibited from unilaterally increasing fees or changing their operational status without written approval from KSSQAA. Such approval will be granted only after submission of:

  • A formal application
  • Enrollment statistics
  • PTA meeting minutes
  • Evidence of PTA consent

Any unauthorized changes will attract strict penalties.

Prof. Zaria noted that these measures align with Sustainable Development Goal 4, aimed at promoting inclusive and equitable quality education. He urged all school owners and administrators to ensure full compliance to make education in Kaduna more accessible and affordable.
