The Presidential Amnesty Programme (PAP) announced that over 60 scholarship students have graduated with first-class honors across various disciplines from 2016 to 2023, reflecting the program’s success in advancing education and human capital development in the Niger Delta, with continued support from President Bola Tinubu.


The Presidential Amnesty Programme (PAP) Office announced on Thursday that at least 60 students under its scholarship scheme have graduated with first-class honors in various competitive disciplines from 2016 to 2023 at partnering universities.
This achievement was revealed in a statement by Dr. Charles Ariye, the PAP Head of Education. He noted that the students excelled in fields such as electrical/electronics engineering, computer science, civil engineering, accounting, law, petroleum engineering, physics, international relations, and biochemistry, among others.
Ariye’s commendation comes on the heels of a recent achievement by Kemien Egbekun, a PAP scholarship recipient who graduated with a Cumulative Grade Point Average of 4.77 (first class) in Law from Michael and Cecilia Ibru University, Delta State.
Two other students sponsored by PAP at the same institution, Oladapo Damilola and Toikumo Prosper, earned second-class upper-division honors in Law. The trio celebrated their achievements during the university’s 6th convocation ceremony on September 6, 2024.
Ariye highlighted that while the complete scorecard for 2024 is still pending from various institutions, the academic successes of Egbekun and her peers add to the growing list of PAP scholarship beneficiaries who have achieved outstanding results in their respective fields.
Additionally, Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme, expressed his satisfaction with the exemplary academic performances of PAP-sponsored students. According to a statement by his Special Assistant on Media, Mr. Igoniko Oduma, Otuaro praised the achievements of Egbekun and other scholars, noting that their success underscores the program’s role in advancing human capital development in the Niger Delta.
Otuaro credited the achievements of PAP scholarship graduates to the continued support from President Bola Tinubu. He emphasized that the accomplishments align with the President’s Renewed Hope Agenda, which focuses on sustainable peace, stability, and development in the region.
“We are thrilled by the exceptional academic performances of students under the Presidential Amnesty Programme scholarship scheme,” Otuaro stated. “Achieving first-class and second-class upper division grades is no small feat. These accomplishments affirm that PAP is effectively fulfilling its mandate, and we are motivated to further enhance our educational and vocational initiatives.”
He added, “We are deeply grateful to President Bola Tinubu for his unwavering support of the programme and his dedication to the people of the Niger Delta through his Renewed Hope Agenda. His commitment to sustainable peace, stability, and development in the region deserves recognition and appreciation.”
