Speaking on a television program, Prof. Mamman confirmed that the government had received ASUU’s 21-day ultimatum to revisit the 2009 agreement or face industrial action, which followed the union’s National Executive Council meeting at the University of Ibadan.
The minister emphasized the government’s commitment to preventing another strike, noting that the meeting will focus on resolving key issues raised by ASUU, including the renegotiation of the FGN/ASUU Agreement based on the 2021 Nimi Briggs Committee’s draft, the release of withheld salaries from the 2022 strike, and the implementation of the University Transparency and Accountability Solution (UTAS) instead of the Integrated Payroll and Personnel Information System (IPPIS).
Prof. Mamman acknowledged the historical nature of some issues, dating back to 1981, and expressed confidence that the government could address the concerns within three weeks, while also stressing the importance of pragmatism and understanding from both parties.
He highlighted President Bola Ahmed Tinubu’s interest in ensuring stability and progress in the university system, and noted that the government is actively engaging relevant agencies to fulfill their responsibilities and resolve outstanding issues, such as funding for the revitalization of public universities and the release of earned academic allowances.
