The Federal Government of Nigeria has granted Colleges of Education full autonomy to independently offer both NCE and bachelor’s degree programmes without university affiliation, marking a historic shift in teacher education.


Abuja, FCT – In a groundbreaking move, the Federal Government has officially granted Colleges of Education in Nigeria the autonomy to independently run both National Certificate in Education (NCE) and bachelor’s degree programmes—without the need for affiliation with any university.
Announcing the policy shift during a National Summit in Abuja on Tuesday, August 19, 2025, Minister of Education Dr. Tunji Alausa, represented by Minister of State Suwaiba Said Ahmad, hailed the reform as “a historic milestone in Nigeria’s educational development.”
“For the first time in our history, our Colleges of Education have been legally empowered to run NCE and degree programmes concurrently in teacher education disciplines,” the minister stated.
The reform is backed by the Federal Colleges of Education (Establishment) Act No. 43 of 2023, which introduces a dual-mandate system. This legal framework allows the institutions to expand their academic offerings while staying true to their core mission of producing professional and highly skilled teachers.
Alausa emphasized that the change builds on decades of experience and proven competence among the colleges.
What This Means for Teacher Education
Previously, colleges could only offer degrees in affiliation with universities. With this reform, they now have full legislative and operational authority to manage both certification and degree programmes independently. This change is expected to elevate the status of teacher education and provide more direct career pathways for aspiring educators.
