FUPRE Appoints Mark Titus Binwal as Bursar.


The Federal University of Petroleum Resources, Effurun (FUPRE) has formally appointed Mark Titus Binwal, FCNA, as the University Bursar, following the approval of the Governing Council at its Emergency Meeting held on Thursday, 5 February 2026.
The appointment reflects the Governing Council’s confidence in Mr. Binwal’s extensive experience in public sector accounting and financial management. The decision was conveyed in an official release signed by the University Registrar and Secretary to Council, Dr. (Mrs.) E. Jane Omoyine, after consideration of the report and recommendation of the Selection Board. Mr. Binwal is appointed to serve a five-year tenure.
Mr. Binwal is a seasoned accounting professional with over two decades of experience in the public sector. He holds a Bachelor of Science degree in Accounting from the University of Jos, a Postgraduate Diploma in Financial Management from the University of Maiduguri, and a Master’s degree in Financial Accounting from Ignatius Ajuru University of Education. He is a Fellow of the Certified National Accountants of Nigeria (FCNA), a Member of the Nigerian Institute of Management (MNIM), and a Fellow of the Institute of Corporate Administration of Nigeria (FCAI).
His professional career spans distinguished service at the Federal Polytechnic, Damaturu, and the Federal University, Dutsin-Ma, where he rose to senior positions including Deputy Bursar and Director of Finance. He also served as Bursar of the Federal Polytechnic, Ukana, from 2019 to 2024.
Over the years, Mr. Binwal has held several strategic finance and management roles, including Head of Budget and Planning, Head of Treasury, Head of Final Accounts and Reporting, Finance Controller for Projects, and Managing Director of the FUDMA Consultancy Outfit, demonstrating broad expertise in public sector financial administration and project management.
The Governing Council expressed confidence that Mr. Binwal’s wealth of experience, professionalism, and integrity will further strengthen financial governance, accountability, and effective resource management at FUPRE.
